How to lay fast roads in India!

Roads are a big problem in india. We have to literally struggle everyday while commuting. Except for the main roads, all roads are literal hell on earth. We can say "potholes with roads" rather than "roads with potholes". The road constructors and politicians do their best to lay the worst roads possible. So how do we solve the problem?
The solution is simple. Involve the community. You may say, "nobody cares".
Not if we put community fine. That is if the roads are bad in a particular area, citizens living in that area will pay extra tax to the government. This way when the public will feel the pinch of extra payment. This way they will show their anguish on the constructors and local politicians forcing them to do the work fast.
